I always though that the lowest cost ad will give me the best returns.

Apparently, it may not. 

If your ad is shown to a group that are generally not interested in your product or service, you may be paying for the lowest cost for the impression, but it is going to cost you more money to get a conversion

For the same reason, paying the highest cost ad will not get you the conversion as well.

I just realized this after I analyze my ad by region, gender and age.

I was paying the lowest cost for the ad in North Darkota at $3.89 per 1000 impressions, but there is not even a click for the ad.

And when I looked at the highest cost paid for the ad in Washington at $47.50, I get only 1 impression.

The best conversion came from regions which were in between this price range.

And the only way to find them was by studying the performance for all the regions. 

This can only be achieved only by setting up the campaign right.
